It looks like some sort of a go - nogo gauge, used to tell whether the
thickness of an item is over or undersize.

You lost my note?

It's the alignment tool for large watch and/or small clock balance
wheels. The axle is held between the adjustable "anvils" and the wheel
is checked by the blackish pointer mounted on the small side. The
knurled tool is used to tweak the wheel into compliance. Sounds good
anyway...
