It is a clock. The sequencing of the 6 rows of lights determine what time it is.

Easy -- it is a BCD (binary count decimal) clock. The left pair of 
columns are the hours, the second minutes, the third seconds. In a 
regular clock the binary info would go to a display driver instead of 
LED's.

Neat site! Thanks, I think I'll go find that clock kit I built 15 
years ago and plug it in.....
